sig-storage: sync team members & OWNERS of external-snapshot-metadata

[Rakshith-R]

This commit syncs external-snapshot-metadata repo OWNERS with the corresponding external-snapshot-metadata-maintainers and external-snapshot-metadata-admins teams.

This is required in order for the missing members to be able to create release branches and tag releases.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I think being added to the external-snapshot-metadata-maintainers group should be sufficient for cutting releases.
Since ihcsim is no longer active, can you remove him and replace him with another person (not adding so many people to admin group)?
