arm64: configs: Add default EVE configuration for ARM64

Add default kernel configuration (eve_defconfig) for EVE on ARM64 platform,
which supports:

- Generic ARM64
- RaspberryPI
- i.MX8MP Platform:
    - Advantech EPC-R3720
    - Phytec phyBOARD-Pollux
- EVE custom patches
