powerpc/ci: Enable DEBUG_ATOMIC_SLEEP for pmac32

Hack/work-around for CI. Turning this on prevents "Interrupt were enabled early" warnings which are triggered after vmap_irqstack_init() since cfeb6ae ("maple_tree: disable mas_wr_append() when other readers are possible"). Signed-off-by: Michael Ellerman <[email protected]>
