Fix behavior of enable/disable button in scheduled experiments

Proposed changes

Fix problems with the state of button enable/disable in cron experiments, as specified in issue #5088

Behavior before fix:

• The enable/disable button does not update its state
• After the page is refreshed, the enable/disable button disappear

Behavior after fix:

• The enable/disable button updates its state
• After the page is refreshed, the enable/disable button continues to appear
