Adds a heuristic to snap vertices of constructed Voronoi diagrams to fix invalid topology. This can occur when the input contains nearly co-circular sites. See #1171 for details and examples.
The fix is gated with a efficient test for polygons containing short segments which are invalid. This means that most typical inputs will not be snapped.
