This fixes how the TBS field in an EndorseCerts request bundle is set. It now uses the pointer and size set method. Signed-off-by: Tim Trippel <[email protected]>

This updates the reference FT test program to extract and endorse the TBS certificates it receives from the DUT. Additionally this fixes a few bugs in the ATE DLL.
The WAS signature check needed to be temporarily disabled to get this working.
