Looks like you need to resolve a conflict
This bumps the Go toolchain to version 1.26.0 to leverage native crypto/hpke and crypto/mlkem support. Also upgrades rules_go to 0.60.0 and gazelle to 0.47.0. Additionally, this updates the cc_proto_library load statements to use @com_google_protobuf//bazel:cc_proto_library.bzl to resolve deprecation errors resulting from the transitive rules_cc upgrade.
