#25964 (in earlgrey_1.0.0) made the dev keys valid in DEV, TEST and RMA modes. It looks like I forgot to update this table in the documentation on the branch.
If 25964 has been merged into master, this table should be updated to reflect the actual permitted LC states for dev keys.

As far as I can see, this was not backport (yet?) to master. I'll update the table when backporting this PR to earlgrey_1.0.0
