Adds QEMU execution environments to the ROM_EXT end-to-end verified boot tests. These tests all pass in the QEMU execution environments. Signed-off-by: Alex Jones <[email protected]>

Some tests here were previously failing due to incorrect emulation which did not read out the keymgr seeds from flash correctly. Adds QEMU execution environments to these ROM_EXT e2e verified boot tests to ensure that this is working.
