Some tests here were previously failing due to incorrect emulation which did not correctly load all HW_CFG values into the lc_ctrl. Adds QEMU execution environments to these ROM e2e sigverify tests to ensure that this is working.

These tests should currently all pass in the QEMU execution environments.

Adds support for the ROM end-to-end sigverify always tests, which also
requires defining QEMU binary targets for a variety of ROM E2E binaries.

With the necessary QEMU fixes, all of these tests pass in QEMU
environments.

LGTM

Adds QEMU execution environments to the ROM end-to-end sigverify usage
constraints tests.

Once the relevant QEMU fix to properly load the entire HWCFG from OTP
into the lc_ctrl is applied, all of these these tests pass in QEMU envs.
