fix: enhance button styling in environment actions component

Added a border radius class to the deploy button for improved UI consistency.

Motivation

Deploy and lock buttons don't have spacing in between, they seem merged. This decreases accessibility.

Description

Added CSS class to the deploy component so there is right margin.

Testing Instructions

Prerequisites:

• GitHub Account without having any additional access-rights (e.g. admin, owner)

Flow:

1. Log in to Helios as a Developer
2. Navigate to Pull Requests
3. Check deploy button
