That should be OK - the guidelines seem to say either COPYING or LICENSE is fine (e.g., https://producingoss.com/en/license-quickstart.html ). However, the PR just adds a new file instead of renaming the old one - is that intentional? |

LICENSE is better recognized by linters than COPYING.
