Description
Addresses the dev-docs-needed requirement for Bug 1657575 webRequest.handlerBehaviorChanged should clear caches, including stylesheet cache – the method was not implemented, contrary to the original browser compatibility data.
Add a release note for the method's implementation in 138 and also the value for the
webRequest.MAX_HANDLER_BEHAVIOR_CHANGED_CALLS_PER_10_MINUTESproperty.Related issues and pull requests
