add neighborinfo config

What changed?

Adds neighborinfo config under the modules section, addresses #762

Why did it change?

The Apple client apps are the only ones that don't allow configuring the neighbor info module, it's one of the only remaining things i use the cli, android, or web client for configuring a node.

How is this tested?

Connect to a node, go to settings -> module config -> neighbor info

Neighbor info is really intensive on the mesh, the config is intentionally excluded from the app

@garthvh ok got it, was just trying to bring feature parity with the android app
