Pin pnpm version in CI workflows, remove unused .npmrc, and fix the protobufs dependency specifier to use the full JSR format.

Thanks for the help! I'm closing this since I got #1028 working after listening to your recommendations. I ended up adding back the .npmrc, manually removing the protobufs using pnpm and adding them back using the jsr.io suggested command. What a pain in the a$$ |
