This PR add

  • BoundaryNormalCoefficient
  • Example to use it from NumbaCoefficient
  • 5 different order sphere mesh
  • Add an option to set CudaTookkit-prefix to address a case when cusolver.hpp and others are provided separately

I added this for my specific need for Sheath BC. But, I am wondering if you think this is more useful to put it
on MFEM itself? Please let me know if you prefer to have it on C++ (or there is already an alternative...;D)
