Update to Ubuntu 24.04 base image
Use Clang 19 as main compiler
Add Enzyme to base image
Update CUDA toolkit to v12.9
Change default CUDA SM to 89 (AWS instances with Nvidia L4 are cheap)
remove lot's of unnecessary cruft from the user.mk files
