Currently if the spatial dimensions are dynamic/free-dimension, then there is an error message:
"RuntimeError: SpaceToDepth: All spatial dimensions in the operand (18446744073709551613 x 18446744073709551613) must be divisible by blocksize". This PR is to fix this error to allow dynamic axis for operator space_to_depth.
