Fixes microsoft#471 due to missing Microsoft.VisualBasic.dll assembly, and after that an invalid reference to Microsoft.Research/Contracts/MsCorlib/MsCorlib.Contracts.csproj.

Sorry, but I was told that all Microsoft open-source projects needed to have that so I turned it on. So until we can finally get this moved out of the Microsoft organization, I'm afraid we'll need to have that. Does it cause any problems? |

Fixes #471 due to missing Microsoft.VisualBasic.dll assembly, and after that an invalid reference to Microsoft.Research/Contracts/MsCorlib/MsCorlib.Contracts.csproj.
After this, I'm able to run
buildcc %version%with VS 2015 installed. I've verified that the Contracts.devlab9ts.msi works as expected on our projects (.NET 4.6.x).
