MS-MPI v10.1.1 includes the following improvements and fixes.

• Support arguments passed to MsmpiLaunchSvc
• Fix the bug in mpiexec double quote parsing

• Add option for msmpi installer to uninstall from a command line
• Add support for MSVC version earlier than 1600
