Addressed 6 review comments in PR #6130 improving accessibility, consistency, and clarity of Copilot development documentation.

Changes

Accessibility improvements

• Replaced mathematical symbols (≤ 3) with plain English ("up to 3") in worktree usage recommendations
• Ensures screen readers and non-technical audiences can parse guidelines correctly

Markdown formatting consistency

• Standardized emphasis: replaced all-caps (ONLY, WHAT, WHEN, AS-IS, MODIFIES) with proper markdown bold formatting (**only**, **What**, **When**, "as-is", "modifies")
• Aligns with GitHub documentation standards and improves visual scanning

Technical clarity

• Clarified "Copilot-generated branches" → "branches created using GitHub Copilot assistance or by Copilot agents"
• Updated PowerShell comment: "angle-bracket-hash-exclamation markers" → explicit "<#! and #> markers"
