docs: helpful instructions for users to request a quota increase when necessary

Purpose

• This pull request includes updates to two scripts that handle quota checks. The changes add helpful instructions for users to request a quota increase when necessary.

Enhancements to user instructions:

• scripts/quota_check_all_regions.sh: Added a message with a link to request a quota increase at the end of the script.
• scripts/quota_check_params.sh: Added a message with a link to request a quota increase when there is insufficient quota for a model in a region.
