(Changes pushed here as a note before I'll be off the next weeks.)

This PR tries to change the way we seed our permission groups. We now need to run the (badly named since it only seeds the groups now) setup_dev_account to seed these groups. The other way to do this is via a migrations, but there are already older migrations that depend on the existence of the groups. Hence I figured (though I'm open to other options) that the only way to remove this manual step is to run the creation on pre_migrate. I also made the operation idempotent so that it can safely be run several times.
