The second of several pull requests to update Qt.py, dropping support for Qt4. Removes the docker support files and removes the github actions testing using docker as well as the original separate PySide6 test that was used as the base of the current tox testing.
NOTE: This will be rebased and merged on top of #447. See roadmap for the plan.
