Since this tool depends on moveit itself, we should utilize the ${DISTRO}-source containers to avoid very long CI times and recompiling moveit. pre-commit, clang-format and rest of the changes look good. For the main CI I would advice using something like https://github.com/ros-planning/moveit2_tutorials/blob/main/.github/workflows/ci.yaml so we can utilize already built moveit images.
