Some of the comments and links that are crucial to understanding the config options for Kafka properties files have gotten lost as we've copied and adapted our original ZTF consumer files to support other surveys. This PR adds them back in, adds additional links that I didn't have when creating the ZTF files, and standardizes the header comments for these files across surveys.
