CAL-DISP has opera_utils installed but does not have the frame geometry geojson file needed for the test. Let's make sure that file is present to run this test case

Description
This PR contains the initial implementation of the CAL-DISP PGE with the initial v0.1 "Interface" delivery of the CAL-DISP SAS. This implementation includes rudimentary input/output validations, metadata generation and unit/integration testing, to be expanded upon in future deliveries.
