This removes the /programmes link from the main navigation and dashboard secondary items.
This replaces the previous programmes link.
This is a revert of 0591877 which was introduced to make the header take up less horizontal space. Now that we've removed the programmes link, it shouldn't be necessary.
The /reports functionality supersedes this.
Cover the new controller now that the old programmes routes are removed.

When "Reports" has been live for a period of time, we can safely remove the "Programmes" functionality.
