This PR

adds support for Python 3.10 & 3.11
adds support for Django 4.1 & 4.2
update GitHub actions
drops support for Django 1.11, 2.0 and 2.1
drops support for Python 3.5, 3.6 and 3.7

Can we please have a new release after this PR is merged.
