feat: add utrecht pagination tokens

Didn't use the following tokens because they are not supported in Figma:

• utrecht.pagination.margin-block-end
• utrecht.pagination.margin-block-start
• utrecht.pagination.distanced.margin-inline-start
• utrecht.pagination.relative-link.distanced.margin-inline-end
• utrecht.pagination.relative-link.distanced.margin-inline-start

I also used the following todo tokens in the component in Figma, but they already existed:

• todo.pagination.line-height
• todo.pagination.relative-link.active.background-color
• todo.pagination.relative-link.active.border-color
• todo.pagination.relative-link.active.color
• todo.pagination.relative-link.focus.background-color
• todo.pagination.relative-link.focus.color
• todo.pagination.page-link.active.background-color
• todo.pagination.page-link.active.border-color
• todo.pagination.page-link.active.color
• todo.pagination.page-link.focus.background-color
• todo.pagination.page-link.focus.color
