Description of Changes

This pull request adds a summary of the NeurIPS 2019 Disability in AI panel
and converts the discussion into actionable accessibility recommendations
for AI and ML conferences.

It highlights key considerations such as:

  • Permanent physical accessibility (e.g., stage ramps)
  • Quieter and less crowded poster sessions
  • Well-being and scheduling considerations
  • Invisible and chronic illnesses
  • Cognitive disabilities and neurodiversity

The goal is to provide clear, practical guidelines to make conferences more inclusive.
