Etherpad sharding

To maintain collaborative editing on etherpad all documents are sharded amongst etherpad servers.

The more etherpad servers you have the smaller impact any individual server outage will have, however ultimately this represents a single point of failure for any arbitrary etherpad document.

The sharding is automatic, we intend to make this configurable in the future to help mitigate etherpad server outages.
