Temporarily pin the Conda version until I can fix the conda-build 3 issues

The changes here will eventually be superseded by the same fix to omnia-md/conda-recipes#799. This note here is to make sure I xref the issue so I know to come fix it here too. |

I also know this breaks the Windows builds, but should fix the OSX and Linux builds at minimum. |
