fix: add component name in github release tag

Description

To avoid conflicts with previous releases of the library, the configuration has been modified to include the component name in the tag.

Motivation and Context

Avoid potential conflicts when releasing under new tags.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
