Restructuring which group is used as codeowners to align with other OpenConfig repositories. This allows more users to be members of the
public-writersteam without also granting codeowner privileges.This allows including more people in the openconfig-writers group so they can execute /gcbrun to trigger ci checks and create branches within the public repository. openconfig-writers can also merge PR's which are approved by the required codeowners.
