Switch to the official Docker action, which can push to both registries, and add an attestation to the Github Container Registry.

@alexgleith this is a combination of what is used in datacube-core and datacube-ows, and me adding the multi-repository push according to the instructions for the Docker action. The action only runs on main though, should I just merge the PR and fix any problems that appear on main? |
