This removes Python 3.9 from build configurations, Docker images, and CI test matrices. TensorFlow aims to follow NEP-29 (https://numpy.org/neps/nep-0029-deprecation_policy.html), and Python 3.9 support has ended in core dependencies such as NumPy and JAX. PiperOrigin-RevId: 854355242
