Update kinder CI workflows to support Kubernetes 1.35 and remove deprecated 1.31 configurations.
This PR performs necessary house-keeping for the upcoming Kubernetes 1.35 release, as tracked in issue kubernetes#3231. It ensures that kubeadm's CI infrastructure is ready for 1.35 by adding new workflow suites, updating existing ones to target 1.35 for upgrades, and removing configurations for the no-longer-supported 1.31 release.
