Upgrade to Swagger UI version 3

yaml and json files are error-free and can be imported
into Insomnia where the Try It Out feature works fine.
Work has been done in detail through the /resources.json
POST endpoint where an unresolved error was presenting.

General work has been done to align with OpenAPISpecs v3
and some general passbolt api version references in the
parameters sections here and there were removed.
