add deploy command
~~reflect auto deploy status on env:info~~ automatic deployments is an environment setting, while env:info deals with normal properties
~~rework redeployWarning()~~ legacy code, to be dealt with in a separated PR
add const to PHP client (Add a new state for Activity platformsh-client-php#92)
add deploy endpoint to API mock (Add mock deploy endpoint cli#244)
