Summary
Arc hasn't been touched since 2018. A new maintained fork, Waffle is the replacement for this. This PR migrates Arc to Waffle, including waffle_gcs and waffle_ecto for using Waffle with GCS and Ecto.
Test Plan
Not sure how we can best test this.
