SDL_tray is useful for ppy/osu-framework#6341. The API is technically not stable yet (as it was never released in an SDL3 version), but the native implementation shouldn't change.
I'd like to include it so we can test it out in o!f.

This update includes pen support for iOS and Android, and removes
SDL_main.GDK.g.cs(libsdl-org/SDL@f758037).There isn't any relevant framework branch for this PR as ABI is frozen. I will open a PR on osu!framework once a new package is available.
