Summary

add a dedicated Publish-PSBuildModule.tests.ps1 test file
verify command export and mandatory parameters
cover path validation for missing path and file path inputs
assert Publish-Module receives NuGetApiKey and Credential when provided

Testing

not run locally (PowerShell/pwsh unavailable in this environment)
