CI: Update Rolling token for Cirrus CI

Time to Replace that Token!

Old token is expired. Here's a new one!

Miscellaneous Notes:

Note: Not highly urgent, as this is only for ARM Rolling, and that already doesn't run but three times a week. So a slight hiccup in its availability won't be super keenly felt, I reckon.

Note 2: I already updated the GitHub Actions Rolling tokens, those don't need me to make any changes to repo files, hence no need to do a PR for them.

Verification Process:

Merge on faith and watch Cirrus (hopefully successfully) upload ARM Rolling bins in a day or two?

(I suppose I'm simply hoping I didn't mess up in the process of generating, encrypting and copy-pasting the token, etc. on its way to being committed to replace the old (also encrypted) token in this file. Which did happen once, but I'm reasonably sure I didn't to again this time. Probably. Maybe. Hopefully.)
