Implement ProjectInformationLayout

Finalizes the Layout containing the view components for the projectinformation during the update offer process.
Also adds the Wiring of the Information contained in the ViewModel to the ProjectInformationLayout

Before I deep dive, a general remark: since we have learned, that implementing a view-model has caused us a lot of pain, we introduced a new architecture strategy, introducing handlers and stop fighting against the Vaadin Framework.
