This Pull Request adds to the documentation to provide detailed instructions on opening R terminal with VS Code command palette and addresses the following issue:

Issue #206 is a bit old now and refers to content in the README that was moved to the docs. In particular, my comment refers to the content that is now the first bullet point on this page: https://contributor.r-project.org/r-dev-env/tutorials/contribution_workflow/. However, we would not want a long explanation there on how to start R - this would be a distraction for people that already know how to use R in VS Code. Instead, I think we would want something that links back to the Running R tutorial and updated that tutorial with alternative ways of running R.

Sounds good, Heather. I will change this PR to make the edits to the docs and not the Readme.
