[WIP] Add row-count profiling to "rapidsmpf" runtime execution

Description

• Depends on [WIP] Add row-count statistics to explain_query(..., physical=True) #21046
• Adds "profile_output" config. When this config is populated, evaluate_logical_plan will write out the physical plan with "real" row-count information for each operation. This information is very useful for defining the "selectivity hints" proposed in [WIP] Use "selectivity-hints" for query planning #21054
