Bumps RAPIDS version to 25.12

The following package could not be installed
└─ librmm =25.12 * does not exist (perhaps a typo or a missing channel).

Not sure if the review request was automated. I'm not sure what's happening with this error.

As Jiaming notes, we will need RMM nightly packages for 25.12 before we can make this change

We need to wait for #106, and maybe bump the build number again? (Or do we reset it to zero? 🤷‍♂️)

@jakirkham Do we need a build number bump too? If not, this is ready to merge when CI passes.

Yes it does. Have canceled CI until that can be done

Apologies. This has been delayed for a while and is blocking work like rapidsai/build-planning#217 that needs to land in 25.12 early in the development cycle. I will file a PR to bump the build number.
