chore(deps): Bump opentelemetry from 0.24 to 0.26

What's changed and what's your intention?

Bump opentelemetry and related crates (pre-req of #21068):

• opentelemetry-semantic-conventions version is not coupled with the core crates, so not updated.
• v0.25 was skipped because it is coupled with tokio~1.38 (we are now tokio 1.44).
• v0.27 onwards require code changes, so deferred to separate future PRs. Hope dependabot can create them automatically.
