Changes

  • update mex-template to harmonize this repo with other mex repos
  • introduce ruff-check pre-commit-hook with default rules
  • configure testing.yml to run as a github workflow
  • deprecate run-tests.sh in favor of make test

@J4bbi could you give this a look and tell me if CI config looks good to you? there are currently 10 failing tests but that might just be due to the current state of develop
